Lunch with Dr. Leonard Finocchio

Dr. Leonard Finocchio has over 25 years of health policy research and implementation experience in government, academia, advocacy, and philanthropy. As part of Governor Jerry Brown’s administration, Dr. Finocchio served as Associate Director of the California Department of Health Care Services, where he led the implementation of the Affordable Care Act for the State of California.

Currently, Dr. Finocchio is Principal Consultant with the Blue Sky Consulting Group working on projects related to the Affordable Care Act, Medicaid policy, access to healthcare, and the social safety net.

Prior to that, Dr. Finocchio led program strategy, grant making, and research in health services for the uninsured, Medicaid and CHIP programs, and safety net capacity as Senior Program Officer at the California HealthCare Foundation. He has also held senior health policy positions at the Institute for Health Policy Solutions, Children Now, Mathematica Policy Research, and the University of California-San Francisco Center for the Health Professions. Dr. Finocchio is Board Secretary for the non-profit Aquaya Institute that provides safe and sustainable drinking water in low-resource settings using technical, financial, and political creativity.

Dr. Finocchio will also be speaking at the Howard Baker Center for Public Policy at 3:30 on April 28th in the Toyota Auditorium. His talk is entitled: Replacing the Affordable Care Act and the Evolution of Health Policy. In his remarks, Dr. Finocchio will describe how the ACA emerged from over 50 years of complicated health policy legislation at both the federal and state levels and he will discuss the future of American health policy.
